MEAL Coordinator – Libya/Tunisia

About the role

The Norwegian Refugee Council (NRC) is seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator to strengthen programme quality across its Libya operations. Based in the Tunis Country Office, the coordinator will support area offices in Tripoli and Benghazi, ensuring that evidence‑based systems guide humanitarian interventions.

Key responsibilities

• Coordinate and adapt NRC’s MEAL systems, standards, and tools at the country and area‑office level.
• Provide technical supervision, capacity‑building, and guidance to MEAL staff and programme teams.
• Bridge strategic MEAL frameworks with practical application across projects.
• Oversee line‑management duties for direct reports, including performance management and staff development.
• Support programme design by reviewing Theory of Change, core competencies, logframes, indicators, and budgets.
• Ensure outcome monitoring, evaluations, and community feedback are captured, synthesised, and used for learning.
• Contribute to evaluations, learning exercises, and digital MEAL system roll‑out.
• Assist partners and consortium members in strengthening their MEAL systems and harmonising tools.

Required profile

• Experience in humanitarian or development programmes with a focus on monitoring, evaluation, accountability, and learning.
• Proven ability to supervise staff and manage performance processes.
• Strong analytical mindset to translate evidence into programme adaptations.
• Excellent communication skills for collaboration with partners and internal teams.

Required skills

• Knowledge of MEAL standards, SOPs, and tools.
• Experience with digital MEAL systems and data management.
• Ability to develop and harmonise monitoring frameworks and community feedback mechanisms.
