Head of Programme – Humanitarian Operations

About the role

The Head of Programme will work directly with the Country Director to shape and deliver DRC’s humanitarian response across Algeria, Libya and Tunisia. This senior position provides strategic direction, ensures quality programme implementation and drives the transition from emergency relief to longer‑term recovery.

Key responsibilities

• Analyse humanitarian contexts, trends and gaps to inform programme strategy.
• Lead country‑level strategic planning, annual reviews and new programme development.
• Draft, review and monitor the Programme Strategy document using evidence‑based approaches.
• Foster integration of protection, gender mainstreaming and Sphere standards across all initiatives.
• Oversee assessments, rapid response planning and the preparation of emergency project proposals.
• Represent DRC in donor, government and cluster forums, advocating for programme priorities.
• Provide oversight, guidance and leadership to programme teams throughout the project cycle.

Required profile

• Extensive experience in humanitarian programme management and strategic planning.
• Proven ability to lead multi‑country programmes and coordinate with diverse stakeholders.
• Strong understanding of protection, gender mainstreaming and international humanitarian standards.
• Excellent analytical, reporting and advocacy skills.
