Business Development Portfolio Manager

About the role

The Business Development Portfolio Manager will be based in Tunis and report directly to the MTSL General Manager. The role supports the growth of MTSL’s operations in Libya and the wider regional energy market, while also handling group‑wide business development activities across the organisation’s international affiliates.

Key responsibilities

• Identify, develop and close commercial opportunities in the oil & gas, energy, engineering, technical consultancy, training and specialist services sectors.
• Chase lapsed opportunities and expedite ongoing deals to closure.
• Drive revenue growth, expand the client base and build long‑term partnerships.
• Promote cross‑selling of the full range of products and services across the Group’s portfolio of companies.
• Coordinate with senior leadership, including the Group Senior Director in the UK, and interface with MOSL and affiliated companies.
• Support supervision and coordination of business development resources, consultants or project teams as required.
• Travel internationally as needed, without restriction.

Required profile

• Proven experience in business development within the oil & gas or energy sector.
• Strong understanding of regional energy markets.
• Ability to work with senior stakeholders across multiple jurisdictions.
• Legal right to work in Tunisia and ability to travel internationally.
