Libya Commercial & Operations Lead

About the role

The Commercial & Operations Lead will join Roche’s Extended Enabling Team to shape and drive commercial activities in Libya. Reporting to senior leadership, you will be responsible for building strategic relationships with the local agent, key organisations and stakeholders, moving from reactive tender management to a proactive, end‑to‑end commercial operating model.

Key responsibilities

• Develop and implement commercial strategies aligned with Roche’s growth objectives.
• Conduct market research and create detailed business plans for expansion and business development.
• Analyse tender landscape, co‑create solutions and shape alternative procurement pathways.
• Lead end‑to‑end tender preparation, response and submission processes.
• Set financial targets, develop budgets and monitor performance.
• Source new partners, negotiate partnership agreements and ensure mutually beneficial terms.
• Support governance, decision‑making and relationship management with partners.
• Coach cross‑functional teams and ensure compliance with internal policies and contractual obligations.

Required profile

• Proven experience in commercial leadership, tender management or procurement within the healthcare/pharma sector.
• Strong analytical mindset with ability to translate market insights into actionable plans.
• Excellent negotiation and partnership building skills.
• Ability to work collaboratively across functions and influence senior stakeholders.
