Senior Network Buyer

About the role

Ooredoo Tunisia is looking for a Senior Network Buyer within its Procurement & Logistics Department, reporting to the Associate Director of Technical Procurement. You will manage the procurement of telecommunications equipment and services, securing the best quality, cost and time-to-market while complying fully with established policies, procedures and governance frameworks.

Key responsibilities

• Set up a reliable communication and information-sharing framework with internal stakeholders and requesters.
• Identify and analyse company needs quantitatively and qualitatively.
• Take part in requirements gathering and prepare documentation for RFIs, RFPs and RFQs with business requesters.
• Source, evaluate and select products and suppliers in line with the company's procurement strategy and the Group Procurement Policy.
• Carry out supplier market research, prepare tender documents and lead negotiations on cost, delivery, quality and risk.
• Perform commercial evaluations, develop TCO analyses and present procurement cases to the Procurement Committee under the Delegation of Authority Matrix.
• Award contracts and set up procurement and maintenance agreements with the Legal Department and business stakeholders.

Required profile

• Engineering degree (or equivalent, Bac+5) in Computer Science, Telecommunications or a related ICT field.
• Solid understanding of Telco/IT infrastructure, enterprise information systems and telecommunications technologies.
• Proven procurement experience.
• Strong negotiation skills, resilience and persistence under pressure, and excellent written and verbal communication in French and English.
