About the role

We are seeking a Senior Non-Key Expert in Governance & Public Administration to provide high‑quality technical assistance for the EU‑funded “Egypt Downtown Facility” project. The role focuses on enhancing governance, public administration reform and institutional capacities of Egyptian partner entities.

Key responsibilities

Deliver technical assistance on governance and public administration reform initiatives, including organisational improvement and capacity building.
Conduct institutional assessments, functional reviews and capacity‑needs analyses, and develop actionable reform recommendations and implementation plans.

Required profile

Master’s degree in public administration, political science, governance, law, institutional development or a related field.
Minimum 7 years of relevant experience, including work with ministries or other public authorities and experience in institutional assessments and reform planning.
