Project Management and Infrastructure Manager

About the role

The Infrastructure & Project Management Manager provides strategic oversight and technical leadership across an organization’s infrastructure portfolio. The role ensures consistency, quality, and alignment with standards while strengthening project management frameworks and supporting decision‑making.

Key responsibilities

• Provide strategic oversight of the infrastructure portfolio, ensuring coherent planning, design, implementation and reporting.
• Establish and promote infrastructure project management standards, methodologies and technical guidance in line with UNOPS policies and international best practices.
• Offer technical leadership to Infrastructure Project Managers on complex technical and project‑management matters.
• Review portfolio performance, identify systemic issues and recommend corrective actions and continuous‑improvement measures.
• Consolidate portfolio information and deliver strategic reporting on delivery performance, quality, risks and emerging issues.
• Oversee technical aspects of project identification, needs assessments and feasibility studies to ensure compliance with organizational standards.
• Review technical documentation, including assessments, concept designs and procurement documents, for completeness and quality.
• Ensure quality assurance of infrastructure designs throughout the design lifecycle and support procurement processes by reviewing technical specifications and evaluation methodologies.

Required profile

• Proven experience in managing large‑scale infrastructure projects and portfolios.
• Strong ability to interpret and apply policies, refine methodologies and promote best practices across teams.
• Excellent analytical skills to review performance data, identify issues and drive continuous improvement.
• Effective communication skills for reporting to senior leadership and mentoring project staff.
