Monitoring & Evaluation and Information Management Officer (P)

About the role

Reporting to the IOM Libya Chief of Mission and the Head of the Programme Development Support Unit, the Monitoring and Evaluation (M&E) and Information Management Officer will provide guidance and support on monitoring, evaluation, learning and information management to Programme Managers in IOM Libya. The role contributes to the implementation and reporting of the United Nations Sustainable Development Cooperation Framework 2023‑2027, the UN Migration Network and migration‑related Sustainable Development Goals.

Key responsibilities

• Develop M&E frameworks for all projects, ensuring dedicated budget lines and effective allocation.
• Supervise and coordinate M&E data collection, consolidate results and support monthly, quarterly and annual programme reviews.
• Act as focal point for Third‑Party Monitoring, coordinating requests with programme managers.
• Embed M&E in project design by continuously updating result matrices, indicators and monitoring mechanisms.
• Build staff capacity on M&E to meet international standards and donor requirements.
• Design, test and regularly review data collection tools, providing guidance to monitoring focal points.
• Share M&E findings with HQ, regional offices and other IOM units, advising on bottlenecks and future actions.
• Oversee reporting documents, including activity plans and final evaluation reports, ensuring donor compliance.

Required profile

• Master’s degree in Political or Social Science, Business Administration, International Relations, Law or related field with at least two years relevant experience, or a university degree with four years experience.
• Management experience in refugee and migration contexts, including technical cooperation, project development and programme implementation.
• Demonstrated experience with monitoring and evaluation and results‑based management.
