Junior Non‑Key Expert – Digital Connectivity for Agriculture & Education

About the role

NTU International is seeking three Junior Non‑Key Experts to support the PRIDA II Digital Connectivity Study, which aims to improve digital access for agriculture and education across the African Union member states. The role is based at the AU Commission in Addis Ababa, with most work performed remotely.

Key responsibilities

• Assess bandwidth availability, quality and cost for rural agriculture and education (Work Stream 1).
• Evaluate affordable connectivity options and recommend scalable solutions (Work Stream 2).
• Review financing and service‑delivery models, develop pricing and discount‑rate methodologies (Work Stream 3).
• Develop policy and implementation strategies to promote sustainable digital connectivity, including stakeholder roles and investment frameworks (Work Stream 4).

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics, or Law from a reputable university.
• Minimum three (3) years of experience in connectivity market development, preferably in developing or emerging economies.
• Demonstrated ability to conduct technical, economic and regulatory assessments.
• Strong analytical skills and familiarity with AU policy frameworks.

Required skills

• Knowledge of mobile, fixed and satellite connectivity technologies.
• Experience with bandwidth measurement and cost‑benefit analysis.
• Ability to design financing models and discount‑rate calculations.
• Competence in drafting policy and implementation strategies.
