Senior Youth Employment & Skills Development Expert

About the role

NTU International is seeking a Senior Youth Employment / Skills Development Expert to support an EU‑funded Technical Assistance project for ECOWAS. The role will focus on designing and implementing youth employment and vocational training initiatives that enhance transport governance and infrastructure management across West Africa.

Key responsibilities

• Develop and implement youth employment and skills development programmes linked to transport, logistics and infrastructure sectors.
• Provide technical assistance on vocational training, professional development and workforce capacity‑building activities.
• Conduct labour market and skills gap analyses for transport, logistics, infrastructure and digital systems.
• Design youth‑focused training curricula, internship schemes and employment pathways.
• Advise ECOWAS institutions and Member States on youth inclusion strategies and skills development frameworks.
• Facilitate collaboration with training institutions, universities, public authorities, private sector partners and development agencies.
• Deliver workshops, consultations and capacity‑building sessions for young professionals.
• Support monitoring, reporting and evaluation of youth and skills development interventions.

Required profile

• Master’s degree in education, labour economics, human‑resource development, social sciences, public policy or a related field.
• At least 10 years of professional experience in youth employment, vocational training or workforce capacity‑building, with a minimum of 7 years in senior‑level roles.
• Proven experience in development, infrastructure or social inclusion projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience working with international development cooperation and donor‑funded programmes.
