Senior Road Asset Management Expert

About the role

NTU International is seeking a Senior Road Asset Management Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role will focus on developing and strengthening road asset management systems, maintenance planning frameworks and climate‑resilient infrastructure practices across the ECOWAS region.

Key responsibilities

• Support the development and strengthening of road asset management systems and maintenance planning frameworks.
• Provide technical assistance on lifecycle asset management, maintenance prioritisation and infrastructure performance monitoring.
• Assist in the development and implementation of Road Management Systems (RMS) and related digital tools.
• Conduct technical assessments of road infrastructure conditions and maintenance needs.
• Support harmonisation of road and bridge design, maintenance and asset management standards across the ECOWAS region.
• Contribute to climate‑resilient and environmentally sustainable road asset management practices.
• Develop maintenance strategies, asset inventories and investment planning tools.
• Coordinate with ECOWAS institutions, national road agencies and development partners.
• Deliver workshops, training sessions and capacity‑building activities.
• Contribute to monitoring, reporting and analytical outputs related to road asset management.

Required profile

• Master’s degree in civil engineering, transport infrastructure, pavement engineering, infrastructure asset management or a related field.
• Minimum 10 years of professional experience in road infrastructure management, road maintenance or transport engineering.
• Proven experience on transport infrastructure projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
• At least 7 years of experience with road asset management systems, road maintenance planning or infrastructure management.
