Senior PPP / Blended Finance Expert

About the role

NTU International is seeking a Senior PPP / Blended Finance Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on structuring and financing regional transport infrastructure projects, enhancing public‑private partnership frameworks and mobilising blended finance across West Africa.

Key responsibilities

• Provide technical advice on PPP design, blended finance mechanisms and investment models for transport corridors.
• Conduct financial, economic and commercial analyses to develop bankable project proposals.
• Prepare financing strategies and investment packages for development banks, donors and private investors.
• Assist ECOWAS institutions and national stakeholders in risk allocation, private sector participation and climate‑finance mobilisation.
• Develop and review financial models, PPP structures and investment frameworks.
• Facilitate dialogue with development finance institutions, donors, investors and private sector partners.
• Deliver capacity‑building workshops and technical assistance on PPPs and project finance.
• Support monitoring, reporting and analytical outputs related to infrastructure financing.

Required profile

• Master’s degree in economics, finance, business administration, public policy or a related field.
• At least 10 years of professional experience in infrastructure finance, PPP advisory or blended finance.
• Minimum 7 years of hands‑on experience in PPP structuring, project finance or investment advisory, preferably in transport projects in developing countries.
• Proven experience working with international development donors and multilateral institutions.
