MEAL Coordinator – Libya & Tunisia

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator will lead the adaptation and implementation of NRC’s MEAL systems across the Libya area offices and the Tunis country office. This position bridges strategic MEAL frameworks with practical application to ensure evidence‑based programme decisions.

Key responsibilities

• Provide line management for directly reporting staff, including performance management, recruitment and staff development.
• Develop, coordinate and harmonise MEAL Standard Operating Procedures, tools and standards at area and country level.
• Support programme design by reviewing Theory of Change, core competencies, logframes, indicators and budgets.
• Offer technical supervision and capacity‑building to MEAL staff and programme focal points during assessments, outcome monitoring and evaluations.
• Capture, synthesise and apply evidence from monitoring, evaluations and community feedback mechanisms to adapt tools and learning processes.
• Contribute to evaluations, learning exercises and the rollout of digital MEAL systems.
• Assist partners and consortium members in strengthening their MEAL systems and promoting joint learning.

Required profile

• Proven experience coordinating MEAL functions within humanitarian or development programmes.
• Strong understanding of monitoring, evaluation, accountability and learning methodologies.
• Ability to supervise staff, manage performance and support professional development.
• Experience working in complex, multi‑country contexts, particularly in Libya and Tunisia.
