HSEC Manager – Health, Safety, Environment & Community

About the role

ESS is looking for an experienced HSEC Manager to lead Health, Safety, Environment and Community functions for a project in Tunisia. The role ensures compliance with Tunisian regulations and aligns with international best practices, including IFC standards where applicable.

Key responsibilities

• Develop, implement and maintain the site Health & Safety Management System.
• Ensure compliance with national occupational health and safety regulations and monitor safety KPIs (LTIFR, TRIR, near‑misses).
• Lead risk assessments, Job Safety Analyses (JSAs) and incident investigations.
• Oversee contractor HSE performance and enforce site safety standards.
• Prepare and execute emergency preparedness and response plans.
• Manage environmental permits, ESIA commitments and Environmental & Social Management Plans.
• Supervise environmental monitoring programs (water quality, air emissions, waste, noise, biodiversity).
• Handle hazardous materials and tailings management where required.
• Coordinate community engagement, grievance mechanisms and development initiatives.
• Prepare HSEC reports for senior management, regulators and lenders, supporting audits and continuous improvement.

Required profile

• Bachelor’s or Master’s degree in Environmental Science, Occupational Health & Safety, Mining Engineering or related field.
• 5‑10 years of HSEC experience in industrial, mining or heavy‑industrial projects.
• Strong knowledge of Tunisian regulatory framework.
• Experience with IFC‑aligned projects is an advantage.
• Fluent in French; English is an asset.
• Proven leadership and team‑management capabilities.
