Senior Institutional Reform & Public Governance Expert

About the role

NTU International is seeking a senior professional to lead institutional reform and public governance initiatives within the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role focuses on strengthening transport sector institutions across the ECOWAS region, enhancing coordination, and improving regulatory effectiveness.

Key responsibilities

• Conduct institutional assessments, governance diagnostics, and organisational reviews of transport‑related entities.
• Develop and implement reform strategies, governance improvement plans, and operational procedures.
• Advise ECOWAS institutions and Member States on public sector governance, coordination mechanisms, and regulatory frameworks.
• Support the establishment and strengthening of transport governance structures and coordination mechanisms.
• Prepare institutional analyses, policy recommendations, technical reports, and contribute to monitoring and evaluation.
• Facilitate capacity‑building programmes, organisational development initiatives, and institutional learning activities.
• Promote transparency, accountability, stakeholder participation, and good governance principles.

Required profile

• Master’s degree in public administration, governance, political science, economics, law or a related field.
• Minimum 10 years of professional experience in institutional reform, public sector governance or organisational development.
• At least 7 years of experience providing governance advisory services or capacity‑development in developing countries, preferably in Sub‑Saharan Africa.
• Proven experience with donor‑funded programmes and international development cooperation.
