Senior Digital Specialist – Digital & AI Transformation

About the role

The World Bank Group is seeking a Senior Digital Specialist to lead the design and implementation of digital and AI‑related investment and policy reform programs in the MENAAP region. Based in Tunis, you will work closely with client governments, private sector partners and development agencies to accelerate digital connectivity, public‑sector digitalization and AI ecosystem development.

Key responsibilities

• Lead the development and supervision of World Bank‑financed digital and AI projects, focusing on PPPs, regulatory reforms and digital public infrastructure.
• Advise client countries on strategies, best practices and policy frameworks for building digital economies and AI adoption.
• Conduct policy dialogue with senior officials, regional institutions, private sector and development partners.
• Provide technical expertise on ICT competition, investment, broadband value‑chain and digital government services.
• Support cross‑sectoral teams (health, education, energy, finance, etc.) in leveraging digital technologies for improved public service delivery.
• Oversee high‑quality economic and financial analysis, market and business models to inform project design and financing plans.

Required profile

• Master’s degree (PhD preferred) in IT, computer science, engineering, economics, public policy, law or a related field.
• Minimum 8 years of professional experience in digital transformation, digital and AI policy, regulatory reform or related areas.
